Yes M.2 PCIe Gen 3x2 = 4GB/s and Gen 3x1 = 2GB/s.
But you are right about the bottleneck. If you use these SSD for storage then even with 10GbE card installed 2GB/s is slower than LAN speed.
In this case it is better to look at SSD IOPS rather then speed.
