Setup
2x Sgate Ironwolf 4 or 6 TB setup as Raid 5 to backup and Sync ALL data from Computer, 2 Phones, Laptop, 2 Tablets

1x Sgate Ironwolf 6 or 8 TB as backup of the Raid

2x Sgate SkyHawk 8 or 10 TB. 1st drive active Surveillance “writing” drive, 2nd as
backup until more cameras added and both needed for the data. Long term storage of clips or bkups would be minimal. One IP cam is on 24/7, & 3 on a trigger schedule. 4 more 24/7 planned

Home Assistant in Virtual Machine on NAS
Basic PLEX service for music and a few DVDs. Any streaming would primarily be from home network. Occasionally when away
Remote Access limited to devices listed above mostly for IP Cams, little non-cam data

Yes, Celeron-based models such as Qnap 64 series is a good choice. You can stream media locally as well as remotely. This includes the ability to access CCTV footage remotely. Synology new models are terrible for media and CCTV remote access.
Your plan sounds good. Two drives in a mirror with a separate drive for backup.
Separate surveillance drives is a very good way to avoid LAN bottlenecks. Make sure you connect both LAN ports.
