Do I buy a NAS or build a NAS PC parts are so cheap right now. One thing I might want to buy a NAS for is the syncing of iPhone pictures to the NAS. I saw Synology has a service for this.

Yes, if you need a reliable iPhone media backup, go for Synology value (ds220J) or plus series models or WD EXT2 Ultra.
Synology app requires keeping it open during the sync. WD does it even with the screen locked and app closed.
Self-built systems will not be as friendly and require maintenance.
