My Transporter NAS stopped working. The hardware is fine but the central admin website is down. Any suggestions on how I can retrieve the data stored on the encrypted drives?

You need to get a similar NAS from the same brand and slide those drives in there. But double-check with them. Otherwise find an IT guy locally. You will need few LINUX commands.
