Yes, you can use a smaller NAS device for NAS 2 as long as it has enough storage capacity to hold all of the files that you want to back up from NAS 1. In your case, a 12TB NAS should be sufficient as long as you have less than 12TB of files stored on NAS 1.

It's worth noting that using a smaller NAS for NAS 2 will not provide as much redundancy as using a larger one. If you want to ensure that you have a complete backup of NAS 1, it might be a good idea to consider using a NAS with a larger capacity.

Additionally, it's important to consider the performance and reliability of the NAS devices that you choose. Make sure to research and compare different models to find ones that meet your needs and budget.
You could use DS923+ as a main NAS and ds420j as a remote server. Or even do not fill all bays on NAS2.
