Yes, Synology would be the easiest system to set up and use. Their DS Cam application will send you notification on your phone where there is a movement detected. You can then connect and see what is going on. You can also connect and control your surveillance system via the browser while at home or away.If you go for a DS420+ or DS920+ you can sue 2 or 3 bays for data storage and one separate drive for surveillance only (or another RAID). This way hard drives can hibernate while not in use. Only one or two disks would constantly be spinning and recording the footage. You can even use a separate LAN port to keep things fully isolated. This way it will consume less energy and it will generate less noise. Also, all users connecting will get better speeds since drives are not shared with surveillance.I hope this helps.
