For local streaming, there is no problem with transcoding. Only if you have 4k videos that you try to stream on 1080p screens. People still seem to rip all videos into FHD quality. Size and quality simply make sense. Synology DS920+ and Qnap- ts-664 /653D is the most popular choice. They come with multimedia-friendly hardware and there is software limitations on these models. If you did need remote 4k transcoding then Qnap 73A series with GPU card or any NAS with Xeon would allow you to achieve that.
