Hi. I was thinking of buying TS-464 but it is out of stuck in Canada in most places and more expensive than the TS-462, which is in stock and lower price.

Main differences are:

TS-462: Dual-Core: N4505 CPU and 2GB RAM
TS-464: Quad-Core: N5105 CPU and 4GB RAM

I will be using NAS for file sharing, and Plex Media Server serving Apple TVs

Yes, it takes them quite a long to supply new models.
For PLEX use, both NAS system will perform very similarly. They both have the same transcoding chip.
These two extra CPU cores would allow you to run other things in the background such as virtual machines/ docker.
But otherwise, the performance will be very similar.
