looking to buy a NAS I have spent days watching YouTube not all my questions was answered. I have 5 family members on my iCloud plan with 200 GB and is full already just from photos.
I'm wanting my NAS to be able to upload photos as they are taken on family members phones and load to there own album on the NAS where they can mange and view photos. I'm looking at the two bay NAS. What would be the NAS to buy?

You could go for DS218play as the cheapest option. This will allow you to have private folders for each phone. Synology Photos app will store original photo/video files. Sometimes cloud providers compress your files. This is a way to avoid that. But also consider a backup. If your friend has a NAS too, you can back up to each other just in case of natural disasters.
If you also need windows, server backups then ds220+ will be a good option.
