Setup for our Club

We have a club where we use around 5 Pcs and 3 surveillance camera systems. We want to have network storage to have our shared files and also to back up our PCs and our Camera systems.
not everyone should have access to the shared files and also we want to create passwords for the users.
It would be ideal if we can have logs to know who made changes to the files and we want to have versions of the files back to 3 months.
What are your suggestions?

Synology only logs DSM web based actions in File Station.

I would recommend TS-464 models. Ths is their flagship NAS.
