For a stable and cinema grade experience you want either an Intel Celeron based NAS with a real transcoding engine or a more powerful AMD system if you prefer direct play only. In your budget the best pick is the Synology DS224 Plus which can handle local 4K streams and remote 1080p with hardware assist, or if you want more bays and better airflow go for the DS425 Plus. These models also give you proper app support, no container restrictions, and they integrate beautifully with Plex.
