I'm thinking of DS218+ or DS718+

DS718+ as I probably need a way to run a WindowsServer2016 virtual machine

Even though both NAS would support virtual machines. I would recommend DS718+. It has 4 cores, and you will probably allocate half to a VM to have a decent speed. DS218 would be left with no hardware once all of it gets allocated to a VM.I hope this helps.
