I have found some published packages for DS223 and DS423 on Synology's website
I have downloaded these packages and in their headers the following content appears:
maintainer="Synology Inc."
arch="armv8"
model="synology_rtd1619b_ds423"
firmware="7.1-42449"
This would confirm the use of the RTD1619b CPU in the DS223 and DS423.

We have noticed similar information on that system and CPU a few weeks ago (it should be referenced in the article you were looking at there - https://nascompares.com/rumour/synology-ds423-4-bay-nas-drive-rumour-mill/), but nevertheless the information you found further confirms that the Synology Value series will be continuing with this CPU.
