I have the TS-453D and originally got it to setup a multimedia system using PLEX through the HDMI out. Yet that option went away. Will the TS-464 have this option or it the best way to stream to a TV through the network/wifi the nas and TV are on?

Yes, they have removed Plex app from HD Station. I prefer streaming via network. You get a much better TV app and smoother streaming.
