I'm running Plex now on a QNAP TS-451D2. It runs without issue however at times there are lags and I have to convert the file separately.

I've always wondered if running the plex server on a more powerful PC (I have access to alot) while connecting to NAS over gigabit network would provide better or worse or the same results.

This is obviously a very general question, but, you can assume this is a wired gigabit network - and the PC will be an i7 or i9 processor.
Running Plex on a more powerful PC while connecting to the NAS over a gigabit network can potentially provide better results. This is because a more powerful PC will have a faster processor and more RAM, which can handle transcoding and streaming media more efficiently.

However, it's important to note that the network speed and overall network setup can also have an impact on the performance of Plex. If the network is not properly configured or there are bottlenecks, it can slow down the streaming process.

Additionally, the performance of the NAS can also play a role in the performance of Plex. The QNAP TS-451D2 is a decent NAS, but if you're experiencing lag and conversion issues, it's possible that it may not be powerful enough to handle your media needs.
