I have had a ds215j for 5 years or so now but am getting frustrated with the low speed of the unit. I also would like to run Homebridge (Docker required) and cannot on my present unit. Would a ds220+ give me a marked increase in speed as well as the ability to run Docker? I’m happy with the 2x 3Tb hdds and could just swap them into the new unit.

Yes, the Synology J series are made for backup and simple file storage only. If you want to use some other apps you will need plus series NAS. DS220+ and DS720+ will allow you to run Docker or virtual machines.I hope this helps.
